The way they do this is they put in there terms of service that if you use too many resources or cpu they cancel you. The companies know most will never put strain on the servers so they offer unlimited hosting or bandwith. The few they do get on a server they tell them they need to upgrade or they have to remove them. I pretty much knew of this little secret but it was in the back of my head.
